China-U.S. Track II Dialogue: Enhancing the Implementation of the Sunnylands Statement (Subnational and Other Issues)

Meanwhile, the impacts of extreme weather on ecology, economy, and energy supply are escalating. China and the U.S., as the two largest emitters and major economies, have made great progress on green transition—with impacts domestically and globally. Subnational ambition and action on climate have also been accelerated respectively in the two nations, especially at the synergy of climate mitigation, air quality control, and economic growth. The recent Sunnylands Statement on Enhancing Cooperation to Address the Climate Crisis between the two nations provides great momentum and opportunities for bilateral collaboration, especially on the subnational level. To further facilitate the transition and enhance the leading efforts of the two countries, exchanges on policy implementation progress and potential collaboration opportunities are needed, especially at the subnational level. Taking COP28 as a unique opportunity, Energy Foundation China will convene a Track II dialogue focusing on China-U.S. subnational ambition and actions, especially exploring subnational collaboration potential between the two nations.
