Supporting Localization of Wind Technology Manufacturing through Large Utility Tenders in Québec
This paper analyzes the paths different countries have taken to develop local wind turbine manufacturing industries and their motivations for doing so. The core of the report is a set of case studies detailing how 12 different countries have sought, meeting either success or failure, to encourage wind turbine manufacturing within their borders. The paper aims to identify lessons that can guide China as it develops measures to promote its own wind turbine manfacturing industry.
