Working Manual for Local Participation in the National Carbon Market
It covers the basics of climate change mitigation, carbon emissions trading, and the current status of China’s carbon market. It also summarizes the main work processes and supporting measures required at different stages when local governments participate in the national emissions trading system. This working manual can be an auxiliary tool for the capacity building of local officials who now oversee climate change after the institutional reform in 2018 that moved climate functions from economic planning authorities to environmental regulators.
