In June 2023, with the support of Energy Foundation China, RMI released this summary report reviewing how China’s southeastern port Ningbo builds the Meishan Carbon Neutrality Demonstration Zone.

The exploration and innovation of carbon-neutral development zones is a crucial starting point for implementing China’s carbon peaking and carbon neutrality strategy. Drawing on the successful experience of the Ningbo Meishan Carbon Neutrality Demonstration Zone project, this report proposes a definition and planning methodology for carbon-neutral demonstration zones, highlights best practices of the Meishan case, such as zero carbon ecological port, decarbonization of the power system, whole-life-cycle carbon-neutral buildings, and green finance. Authors of the report hope it can provide useful ideas and solutions for the planning and construction of zero carbon zones in other parts of the country.
