Achieving Triple Goals of Peaking Carbon Emissions, Improving Air Quality, and Promoting Economic Development at the City Level: An Action Guide and the Shenzhen Experience
In December 2021, with support from Energy Foundation China, the Harbin Institute of Technology released this report presenting how Chinese cities can meet their goals for climate change, air quality, and economic growth at the same time.
The report summarizes Shenzhen’s experience in trying to achieve the multiple goals and puts forward 15 principles for low carbon cities from the six aspects of urban spatial form, trade and industry, municipal infrastructure, transportation, buildings, and urban governance. The authors hope it can provide learnings for cross-agency collaboration in other cities.
