In September 2021, with support from Energy Foundation China, the Ecology Institute of Shandong Academy of Sciences released this case study report on how to transition to a new decarbonized growth engine in Shandong, a coastal manufacturing province in East China.

The report is one of the outputs of a bigger research project summarizing lessons of switching the engine that drives economic growth into low carbon development in Shandong. The province’s Comprehensive Pilot Zone is China’s first regional development strategy pilot with the theme of changing the growth engine. This report introduces how the pilot in Shandong is making the change happen from four aspects: a master strategy, regulation, institutional arrangements, and supporting policies.
