In August 2023, with the support of Energy Foundation China, the Tsinghua Sichuan Energy Internet Research Institute released this report presenting a strategy that might help develop charging infrastructure and power grids in a harmonious way in Chinese cities, against the backdrop of a fast growth of private electric cars in recent years.

To understand the capacity of residential distribution grids for accommodating charging piles, the report selectes a major city with a high electric vehicle adoption rate for its research. The analysis focuses on the charging characteristics of private electric passenger cars and the capacity of residential area distribution grids, aiming to uncover the disparities between the two and the challenges of bridging the gaps. Based on this analysis, the report puts forth relevant policy recommendations.

The report proposes measures to guide users in participating in orderly charging and outlines a pathway to meeting residents’ charging demands. For the two periods of 2023–2025 and 2026–20230, it also offers different policy recommendations from angles including policy, technology, management, standards, and business models, with the goal of promoting the gradual implementation of orderly charging in residential areas.
