In November 2022, the Hainan New Energy Vehicle Promotion Center and the China Auto Information Technology (Tianjin) Co., Ltd. released this report proposing how to build a reusing, recycling, and disposing system for retired power batteries of electric vehicles in Hainan, the island province that has targeted to ban the sales of internal combustion engine vehicles by 2030. Energy Foundation China supported the research.

The report analyzes the current practices and future scenarios of the reusing, recycling, and disposal of retired electric vehicle batteries in Hainan, before it assesses the economic value of recycling them, as well as the potential pollution risks caused by improper treatment. Based on the findings, the report also proposes annual action plans by 2025 and enterprise selection recommendations for Hainan to grow its power battery recycling industry.
