In 2021, EV100 Plus, a think tank initiated by a platform of electric vehicle (EV) researchers, automakers, and regulators, released this report examining how China can achieve more ambitious 2025 targets for new energy vehicles—China’s term for EVs—and what the viable enabling policies should be like. Support for this research came from Energy Foundation China.

Based on a summary of the dynamics of China’s new energy vehicle industry in 2021, as well the emerging opportunities and challenges, this report looks again at the country’s original EV goals for the next five years and predicts the development trajectory of China’s new energy vehicle market in the next five to 10 years. It also proposes EV penetration rate targets and their corresponding implementation pathways for various cities, EV categories, and utilization scenarios in China.
