Refrigerant Recovery and Reuse Management of Controlled Substances Under Montreal Protocol
In 2022, supported by Energy Foundation China, the Solid Waste and Chemicals Management Center completed this research report analyzing how China should reuse controlled substances under the Montreal Protocol on Substances that Deplete the Ozone Layer.
The research reviews refrigerant recovery and disposal oversight systems in the United States, Japan, and the European Union, before it summarizes their experiences that can be used in China. It then analyzes refrigerant recovery amounts, recovery types, customers, disposal methods of China’s waste household appliance dismantling, automobile dismantling, and industrial/commercial cooling industries. The report also puts forward management suggestions for refrigerant recovery and disposal in these key areas.
The authors hope that, through a comprehensive review of refrigerant recovery and reuse in China and a summary of international best practice, the research report will help present practical policy recommendations to the field.
