Hebei Province’s Ozone Target and Control Strategy During the 14th Five-Year Plan Period

In 2022, Energy Foundation China supported the School of Environmental Science and Engineering at Peking University to research how Hebei, a northern China province that has suffered from air pollution, should set its ozone target and control strategy by 2025. Hebei’s Heavy Pollution Weather Warning Center and Academy of Eco-Environmental Sciences also participated in the project. Their findings were released in this report in September 2022.

The report analyzes the characteristics of ground-level ozone pollution in the province, compiles an emissions inventory of pollution sources, and evaluates ozone emissions reductions during 2016-2020. Based on a scenario analysis of future zone targets and mitigation pathways in Hebei, this report also provides policy recommendations for ozone pollution control from the perspectives of regulation, early warning, regional collaboration, and comprehensive air pollution control.
