Coordinated Governance of Air and Climate Pollutants: Lessons From the California Experience
With support from Energy Foundation China, UCLA School of Law published this report in August 2020, which studies the coordinated governance of ozone, PM2.5, and greenhouse gases experience of California.
California is one of the first to coordinatively manage air pollution and climate change issues. The report systematically reviews and analyzes the experience of California in the overall planning, policies, and measures on clean air and climate topics in the past 15 years.
This report is, to our knowledge, the first of its kind to focus on air pollution and climate change co-control experience in California. It offers valuable lessons in promoting the collaborative governance of air quality and climate change in China, including better planning, target-driven air and climate policy coordination, costs and workload control, as well as emission reduction.
