Creating a New Rural Energy System Targeting Carbon Neutrality—Comprehensive Report on Rural Scattered Coal Governance in China (2024)

In 2024, Energy Foundation China supported the Building Energy Research Center (BERC), Tsinghua University to carry out the 2nd scattered coal strategy report. The results were released in a report titled “Creating a New Rural Energy System Targeting Carbon Neutrality—Comprehensive Report on Rural Scattered Coal Governance in China (2024)”.

Based on the Energy Foundation China's support to Tsinghua University and other research institutes to carry out technology pathways, economics research, and pilot demonstrations of renewable energy to replace scattered coal in rural areas of Shanxi, Qinghai, Inner Mongolia, and Heilongjiang, the report provides a systematic compilation of the roles and scenarios of renewable energy in the rural dual-carbon strategy.

The report proposes innovative new carbon-neutral rural energy systems oriented towards achieving synergistic benefits for the environment, climate, energy structure, health, and other aspects.
