Since January 2015, EF China’s Environmental Management Program has provided support to an air quality management pilot in Changzhou municipality designed to test enforcement measures for the State Council’s Ten Measures on Air Quality.

On December 14, Changzhou held the third Air Quality Management Training, organized by Changzhou Environmental Protection Bureau (EPB), Changzhou Institute of Environmental Science, and the Clean Air Alliance of China (CAAC). In the first session of the conference, domestic and international experts from the Chinese Academy for Environmental Planning (CAEP), CAAC, and Lawrence Berkeley National Laboratory gave presentations on the upcoming 13th Five-Year Plan for Air Pollution Prevention and Control, pollution control in non-road mobile sources, city air quality management, and energy planning tools. Industry representatives from Beijing, Shanghai, Nanjing, Guangzhou, and Jiaxing discussed their experiences with advanced air pollution control technology with the Changzhou EPB and leaders from Changzhou’s industrial parks.

In the conference’s second session, the Changzhou government released its 2015 PM2.5 Source Apportionment and Air Quality Management Evaluation. Changzhou’s vice mayor and Jiangsu’s Provincial EPB chief engineer gave keynote speeches on the report. With representatives from CAEP and the Changzhou government in attendance, CAAC and Changzhou’s Environmental Monitoring Center discussed the evaluation’s findings. The Changzhou municipal government and EPB praised the evaluation project for providing technical support for Changzhou’s air quality management efforts.
