City Air Quality Attainment Plan Pilots Workshop
According to the Air Pollution Prevention and Control Law Amendment (new Air Law), China’s municipal governments are responsible for local air quality and are required to develop air quality attainment plans in non-attainment areas. The air quality attainment plans and the air pollution control measures specified therein shall fully comply with all air quality requirements of the State Council and Provincial Governments.
In order to promote air quality improvement and support the development of local air attainment plans, the Chinese Academy for Environmental Planning (CAEP) of the Ministry of Environmental Protection (MEP) held a workshop on September 5, 2016 that focused on sharing the experiences from pilot cities on air quality attainment planning. The experts and participants in attendance were from the Chinese Research Academy of Environmental Sciences, various local Environmental Protection Bureaus, and the Environmental Academies of 15 cities, as well as from Clean Air Alliance of China (CAAC) and Energy Foundation China.
Division Chief Duan Guangming (Department of Air Environmental Management, MEP) moderated the workshop. Wang Jinnan, Vice President of CAEP, gave an introduction titled, “Overall Thoughts on Strategy and Management for City Air Attainment Planning”. Lei Yu, Deputy Director of Atmospheric Environment Institute of CAEP, then introduced the purpose, progress, and main content of the “Draft Guideline for Developing City Air Quality Attainment Plans within the Specified Period” (Draft Guideline). City representatives from Shijiazhuang, Shenyang, Shanghai, Wuhan, Shenzhen, and Lanzhou also shared their local experience in air quality attainment planning. Throughout the workshop, all participants were able to raise their concerns, express their interest, and provide suggestions to improve the draft guideline. Following the workshop, CAEP will summarize the comments from this discussion, integrate the recommendations, and finally promote the guideline’s release.
