Background

China is the largest methane emitter worldwide, contributing 18% of total global methane emissions in 2018. Mitigation action in China is essential to reducing global methane emissions and meeting the 1.5 degree temperature goal. Against this backdrop, a group of leading international NGOs (INGOs) in China—Energy Foundation China (EF China), Environmental Defense Fund (EDF), World Resources Institute (WRI), Natural Resources Defense Council (NRDC), and Rocky Mountain Institute (RMI)—are working together toward a shared vision to dramatically enhance China’s methane mitigation ambition and action at this critical moment.

November 2023 marked a historic milestone in China's methane mitigation efforts. Just ahead of the COP28 climate conference, China officially released its National Methane Action Plan (NAP). Subsequently, following the official meeting between the Climate Envoys of China and the U.S. on November 16, the two nations jointly issued the Sunnylands Statement on Enhancing Cooperation to Address the Climate Crisis. This statement brought methane emissions into the spotlight, emphasizing the pivotal role that methane plays in slowing near-term warming and the need for enhanced cooperation and exchange to support the development of methane reduction actions/targets to be included in each country’s 2035 NDCs.

During COP28, Energy Foundation China is collaborating with the INGO group to host an exchange, aiming at facilitating discussions on China’s NAP and best international practices on synergizing methane abatement with food / energy / health that enable more ambitious mitigation actions and policies. Through this event, we hope to foster consensus on a shared vision among think tanks, academia, civil society, and philanthropies on the challenges and opportunities ahead to further strengthen China’s ambition and implementation of its methane mitigation endeavors.

Session I: Synergy of Methane Mitigation to Enhance Energy/Food Security and Health

Moderated by Fang Li, Country Director, WRI China

Presentation: Methane Matters: The Many Benefits of Tackling CH4 (10 min):

  • Tomás Bredariol, Energy and Environmental Policy Analyst at the International Energy Agency (STO/ESIO & OLC) (online)

Discussion: (20 min)

Guiding Questions:

  • How can we shape a compelling narrative to promote public mitigation awareness on methane mitigation? Is it possible to synergize food/energy security and methane mitigation? What lessons can be drawn from champions in other countries, e.g. livestock in Brazil, coal mine management in Poland and Australia, etc.
  • What are the potential socio-economic implications, the key challenges, and barriers to realizing the full potential of methane mitigation for energy, food security, and health, and how can these be addressed?
  • Are there specific regions or sectors where methane mitigation has the greatest potential to improve energy and food security while also benefiting health outcomes? What innovative technologies or approaches can be explored to ensure the synergy of methane mitigation with energy and food security?
  • How can international collaboration and knowledge exchange enhance the effectiveness of methane mitigation strategies in relation to energy, food, and health?

Panelists:

  • Zhang Qiang, Professor, Department of Earth System Science, Tsinghua University
  • Chen Minpeng, Professor, School of Agricultural Economics and Rural Development, Renmin University of China
  • John Tauzel, Senior Director for Global Agriculture Methane, Environmental Defense Fund

16:50 - 17:30

Session II: Rolling out China’s National Action Plan (NAP) on Methane

Moderated by Li Ting, Regional Managing Director of China Program, Rocky Mountain Institute

Guiding Presentation: China’s Methane Mitigation Strategy and Roadmap (10 min)

  • Teng Fei, Professor, Institute of Energy, Environment and Economy, Tsinghua University

Keynote Presentation: Review of China’s NAP and Implications for Advancing China’s Methane Mitigation Efforts (10 min)

  • Xu Huaqing, Director, National Center for Climate Change Strategy and International Cooperation

Discussion: (20 min)

Guiding Questions:

  • What are the near-term and long-term priorities / opportunities to further enhance methane mitigation in China, considering the latest policy agenda at home and abroad (e.g., the National Action plan rollout, the upcoming 15th Five-Year Plan, and the new round of NDC update)? Which sectors / regions should be focused on?
  • What are specific challenges for methane mitigation in China (e.g., specific challenges for coal mine methane and/or agriculture)? What are the potential actions that can be taken to overcome these challenges?
  • What are the current policy gaps? How can we improve governance, policies, standards, MRV system, and incentive programs to reduce methane emissions?
