Mr. Xin Liu directs the Environmental Management Program at Energy Foundation China, aiming at accelerating the improvement of China’s air and water quality, and enhancing their synergies with climate change mitigation. Prior to joining the foundation in January 2019, he worked as the Deputy Director of the Regional Air Quality Management Division at the Beijing Municipal Environmental Protection Bureau, focusing on coordinated air efforts in Beijing, Tianjin, and Hebei province that could help the region known as “Jing-Jin-Ji” fight smog. During his 15 years at the bureau, he developed and implemented many key policies, including air quality improvement for the Beijing 2008 Summer Olympic Games, Beijing’s local Clean Air Action Plan, and regional coordination mechanisms for Jing-Jin-Ji.
Mr. Liu holds a Master’s degree in Environmental Science and a Bachelor’s degree in Applied Chemistry, both from Peking University. He was also a Hubert H. Humphrey scholar at University of California, Davis and a research fellow at the School of Law, University of California, Los Angeles.
