As a leading China regulatory expert, Dr. Hongjun Zhang specializes in China’s environmental, energy, and investment issues. He advises multinational companies, trade associations, and non-profit organizations on China legal and policy issues.

Prior to entering private practice, Hongjun was a legislative director in China’s National People’s Congress. In this position, he was responsible for drafting China’s environmental and natural resources conservation laws, including the air pollution prevention and control law, the energy conservation law, the cleaner production law, and a number of others. In his early years working in China’s National Environmental Protection Agency (now Ministry of Ecology and Environment), he led the effort of drafting many environmental policy documents such as China’s five-year environmental protection plans.

Hongjun received undergraduate and graduate degrees from Peking University, and law degrees from Peking University and Harvard Law School.
