Structural Adjustment and Low Carbon Development of Yellow River Basin During the 14th Five-Year Plan Period
In December 2021, with support from Energy Foundation China, the Chinese Academy for Environmental Planning released this report reviewing economic, social, environmental, energy, and emission situations of the provinces of the Yellow River Basin and presenting potential policy solutions that can help them move toward low carbon development.
The report analyzes statistics and policy documents from the nine provinces of Qinghai, Sichuan, Gansu, Ningxia, Inner Mongolia, Shaanxi, Shanxi, Henan, and Shandong, and proposes targets and indicators to support their structural adjustment and low carbon development in sectors such as industry, energy, and transport. The report also recommends pricing, taxation, subsidy, and other financial policies for different sectors during 2021–2023 and 2024–2025 to provide a five-year low carbon development roadmap for the Yellow River Basin. Authors hope the report provides scientific evidence for the region’s environmental planning that will facilitate energy conservation, renewable expansion, coordinated reduction of air pollutant and carbon emissions, and thus decarbonized growth in the region.
